Who is organising the Rifle Range Flats Design competition?

This international design ideas competition for 'Urban Renewal For Rifle Range, Penang' is jointly organized by the Penang State Government, Penang Municipal Council, Malaysian Institute of Architects (Northern Chapter) and Malaysian Institute of Planners (Northern Branch).

What sort of design are the organisers looking for?
[2.1]
The main objective of this competition is to get a creative ideas and practical solution in redeveloping an existing housing area in Rifle Range, Penang into a vibrant, sustainable and well-planned residential and commercial area.
The State government hopes that through this exercise, the quality of life of Rifle Range community, in particular, will be significantly improved.

Among others, the proposals should take into consideration the following:

A viable master planning that responds towards the current and future need of the community.
The proposal has to be environmental friendly. Adoption of Malaysia Green Building Index > is highly encouraged.
[2.2.2]
A development proposal that addresses the infrastructural and social issues faced by the community (such as lack of recreation space, car parking areas and proper commercial units).
[2.2.3]
An interesting concept for landscape (both soft and hardscape) that complements the overall redevelopment approach.
Who is eligible for the competition?
The organizer invites submission of proposals from 2 (two) categories:

a) Professional Architects and Town Planners
b) Architectural and Town Planning students from higher learning institutions, or non-registered professionals, people who have graduated, but not been registered with a Architectural and Town Planning professional organisation.
Note: If you have finished your graduate course, but do not have a professional registration as above, even though working, you have to register as a non-registered professional. The length of time you must work before attaining full registration varies from country to country, and is not under the control of the organisers of this competition. There is no exception to this rule.
Team application
If you are registering as a team only the leader from the team should register. The same two categories apply as above, student/not registered architect/town planner team and registered architect/town planner team.
Where is the development site?
[4.1]
The proposed site is located on lots 1268, 1275-1283, 2022 and 2104, Section 2, George Town, Jalan Padang Tembak, North East District, Penang. It also includes the existing Public Wet Market and Hawker's Centre. The overall site area is approximately 19.0 acres (please refer to the site plan)
What are the surrounding areas?
[4.2]
The neighboring developments surrounding the site are Sekolah Rendah Kebangsaan Padang Tembak (primary school), DNP textile factory and the head quarters for Penang Water Corporation (PBA).
What type of buildings are at the site now?
[4.3]
There are 9 blocks of 17-storey apartments within the site containing 3,663 residential units and 62 shop lots. They were built in 1969.
Whereby, the 7 blocks of 4-storey walk-up apartments, owned by the Penang Municipal Council, are located on Lots 2022 and 2104. The total number of residential units is 114 units.

What are the overall terms of reference for the designs?
[5.1]
All proposals should include a good concept on master-planning and landscape. The proposed distribution of development components must also be practical and viable.
[5.2]
Participants are allowed to use their creativity to justify the scale of their development components based on the site potentials. All existing buildings within the site can either be demolished, reconstructed, retrofitted or relocated.
However, these development components must be included in the proposal:
a) Residential units
b) Commercial units
c) Recreation and community spaces

What are the evaluation criteria?
[6.1]
The panel of Assessors will be making their evaluation based on the following 3 criteria:

Excellence in the composition of the master planning and land use.
[6.1.2]
Realistic and practical distribution of the development components.
[6.1.3]
Feasibility of the proposal that can be carried through to implementation stage.
Who is on the panel of assessors?
[7.1]
A total of 6 panelists excluding the President of the Penang Municipal Council, as the Chairperson, will be appointed to assess the submission and make decision on the awards. In the event of death or withdrawal, the Chairperson will have the right to appoint his/her replacement.

The panelists will comprise of 2 (two) representatives from Malaysian Institute of Architects, 1 (one) representative each from Malaysian Institute of Planners, State Government, Penang Municipal Council and a nominee by the Chairperson. The president of the Penang Municipal Council will act as the Chairperson to this committee.
What are the prizes?
[8.1]
The organizer will accept the decision made by the panel of assessors and the following prize money will be awarded:
a) Category 1 (Professional Architects/Planners):
i First Prize - RM35,000.00 + certificate
ii Second Prize - RM15,000.00 + certificate
iii Third Prize - RM 8,000.00 + certificate
iv Fourth Prize - RM5,000 + certificate
v Fifth Prize - RM5,000 + certificate
b) Category 2 (Students):
i First Prize - RM5,000.00 + certificate
ii Second Prize - RM3,000.00 + certificate
iii Third Prize - RM 2,000.00 + certificate
The organizer has the right to announce that no winning entry can be awarded should all the submission received do not meet with the competition criteria or the submission requirements as mentioned herewith.
How are the Winners selected?
[8.2]
From the submissions received under Category 1 (Professional Architects/Planners) only, the organizer shall invite the top 5 Winners to proceed with the Stage 2 of the competition whereby submission of detailed proposal is expected. The particulars of the Stage 2 shall be announced in due course.
However, the organizer reserves the absolute right not to proceed with the Stage 2 of the competition.

The decision by the panel of assessors is final.

What are the submission requirements?
Full instructions will come with your acceptance email.
[9.1]
Except for the entry number (your username) given to all participants during registration, all submission material must not contain any other identification of the submitting party.
The submission requirements are:
Digital submission (in PDF format meant for A1-size printing) for:
a) Not more than 6 (A1) sheets of drawings including accompanying explanations.
b) Not more than 6 (A4) sheets describing the proposal.
Feasibility Report on the projected development cost (max. of 6 A4 sheets).
Total size of the digital submission should not exceed 12Mb.

Once accepted, the registered applicant can proceed with digital submission via a special secure submission process.
[9.3]
Shortlisted participants may be invited to do a presentation to the panel of assessors before the judging is finalized.
[9.4]
All costs arising from the requirements mentioned under items 9 shall be borne by the participants.
What are the conditions of entry?
[10.1]
Interested participants should register their intention to enter the competition by submitting a completed Registration Form which is on this website see Application form >
[10.2]
Upon receipt of the Registration Form and Registration Fees (see next FAQ), an entry number will be assigned to the participant, which shall be used for the submission of proposal for anonymous evaluation.
[10.3]
No member of the panel of assessors nor partner, associate or employee, shall be eligible to take part in the competition.
What are the fees for entry?
[11.1]
A Registration Fee as stated below, in the form of a Bank Draft or Telegraphic Transfer or personal cheque drawn from a Malaysia incorporated bank made payable to "PAM Northern Chapter", shall be paid within a two week period from initial Application and access to the extra information; and before the registration in the competition is formally accepted:
Category 1 (professional): RM 350.00
Category 2 (student): RM 50.00
Currency: fees must be paid in Malaysian Ringgit, not any other currency, and any bank charges are incurred by the Applicant.

IMPORTANT NOTES
From outside Malaysia: If not paying from within Malaysia, add 10 US to the fees for our bank charges in Malaysia, and also pay your local bank transfer fees(your bank will tell you how much it is). If you do not, the received amount will be less than the fees, and cannot be accepted.
From outside Malaysia: Cheques can only be accepted if from a Malaysian-based bank in Malaysian Ringgit.
Once you have applied, you are sent an email with login codes for much extra information. From that date you have 2 (two) weeks for us to receive a cheque or for us to receive your bank transfer.
Bank details are sent when you apply and are registered. It is best to pay immediately or you might forget.
How do I prove I am eligible (an Architect, Town Planner or Architectural student)?

Proof of eligibility for a particular category, either in the form of valid registration with the professional body in his/her country of origin or the school of higher learning, shall be submitted together with the registration of interest.

Note: If you have just finished your graduate course, but have not yet got your professional registration, even though working, you have to register as a Student. The length of time you must work before attaining full registration varies from country to country, and is not under the control of the organisers of this competition. See Section 3 in the Guidelines, or above.
Can more than one submission (entry) be made?
[11.2]
A participant may submit more than one entry provided that separate registration is made. Additional fees are payable per registration.
Are fees refundable for any reason?
[11.3]
Registration Fees are not refundable.

Can my entry be disqualified?
[12.1]
Entries will be ineligible for the competition under the following circumstances:
The submission is disqualified if received by the Secretariat after 12 noon (GMT+8), 1 September 2010.
The submission does not conform to the guidelines mentioned under items 9.0
What about copyright of entries?
[13.1]
Copyright for each submission shall be subjected to the Malaysian Copyright Act, 1987 and amendments to the said Act.
However, the organizer reserves the right to exhibit, photograph, archive, electronically store, duplicate or record all submissions without fee or restriction.
How do I know if I have won (or lost!)?

The organizer will notify all participants on the date and venue of the result announcement.
What happens to my entry?
[14.2]
All submission materials will be under the ownership of the organizer solely for the purpose of exhibition, publication and promotion related to the competition.

Who is organising and managing the competition?

Under the patronage of Penang State Government and Penang Municipal Council, the Malaysian Institute of Architects (Northern Chapter) and the Malaysian Institute of Planners (Northern Branch) are the Secretariat and co-managers of the competition.
